Next year's America's Cup looks like being contested by just four syndicates.
Organisers admit only three challengers have so far paid the US $100,000 entry fee.
America's Cup racing director Iain Murray says only Team New Zealand, Luna Rossa, Artemis and defender Oracle are confirmed for the regatta.
Murray says other syndicates need to progress their partnerships with commercial companies to step up and start building.
Cup organisers admit they will have to consider a change in format for the Cup if there are not more entries.
